Purpose

As a new policy document, the government of the Philippines aimed to review the National Innovation Agenda and Strategy Document (NIASD) and develop a comprehensive Monitoring and Evaluation (M&E) framework fully aligned with identified policy priorities. 

Approach

Through implementation of the EPiC tool, the NIASD team from National Economic Development Agency (NEDA) worked closely with the Philippine Statistics Authority (PSA) and reviewed the draft policy document to identify priority issues and target groups most likely to be left behind. EPiC facilitated the adoption of the most relevant indicators from national and global indicator frameworks in alignment with the policy outcomes.

Outcomes and Lessons Learned

• EPiC facilitated the development of a comprehensive and aligned indicator framework for the NIASD. 

• The tool helped to ensure that indicators developed are consistent with existing international measurement (such as the Global Innovation Index (GII)) and indicator frameworks (such as the SDGs).

• The indicator framework for NIASD has enhanced alignment with the national development plan.

• The process to implement EPiC also helped in identifying gaps and making recommendations to improve the innovation policy’s logical framework.
